The Higher Certificate in Local Government Management is an entry-level higher education qualification. The main purpose of the Higher Certificate in Local Government Management is to provide students with broad background knowledge to be able to secure appropriate employment opportunities in local government supervisory or management positions and the  public/government sector generally. This qualification provides formal entry point for persons already employed in local government wishing to obtain a formal qualification after one year of study.

The main purpose of the qualification is to provide learners with a broad background knowledge and expertise in the field of local government administration and management.

Learners successfully completing this qualification will master the foundational competencies associated with:

  • Local government management.
  • Local government HRM
  • Law and community policing.
  • Local government finance.
  • Ethics and professionalism.
  • Project management.
  • Disaster management.
  • A National Senior Certificate (NSC) with an endorsement to a Degree coupled with appropriate combinations of recognised subjects and levels of achievement
  • A National Senior Certificate (NSC) with a pass in Higher Certificate with appropriate combinations of recognised subjects and levels of achievement
  • The National Certificate Vocational (NCV) at NQF Level 4 with appropriate combinations of recognised subjects and levels of achievement
  • Further Education and Training (FET) NQF Level Mature age exemption for people above the age of 23 years as set out in the Higher Education Regulations.
  • Recognition of Prior Learning (RPL).

  • Demonstrate the ability to understand and discuss the functions of managers in local government, contextualize the skills necessary for effective execution of the functions of local government managers and indicate how effective management skills impact the management of limited and scarce resources.
  • Demonstrate a sound understanding of the application of management principles in a local government context.
  • The competent learner will manage resources and processes in local authorities effectively and efficiently by understanding and applying selected local government management techniques.
  • The competent learner will develop the communication and analytical skills in interpreting local government legislation, politics, processes and procedures pertaining to the operation of local government.
  • The competent learner will be able to describe the accounting principles governing local government finances, prepare income and expenditure statements and prepare budgets according to the MPFMA Guidelines.
  • Demonstrate the ability to integrate and apply knowledge already gained in human resources management theory at strategic level.
